Highland's staff consists of Stephen D. Simpson, President and Project Manager, Sarah J. Simpson, Real Estate Specialist, Don Spenner, Relocation Specialist and Reneé Held our Document Specialist.  The Highland Group also utilizes the services of several subconsultant appraisal firms in order to prepare the appraisals required for assignments. 

 PROJECT TEAM

PROJECT MANAGER/ NEGOTIATOR

As the president of the company, Mr.  Simpson serves as the project liason between the agency and Highland in the role of Project Manager, as well as in the negotiations for acquiring parcels. 

RELOCATION SPECIALIST

Mr. Don Spenner  serves as the Senior Relocation Specialist for The Highland Group. Don has extensive experience as a Negotiator and Relocation Specialist for state highway and local highway projects.

APPRAISER

Mr. Gene Bock, our Senior Project Appraiser, is a Certified General Appraiser with Southern Wisconsin Appraisal, a firm of professional real estate appraisers and consultants. Gene has received formal training in the intricacies of eminent domain appraisals and is familiar with Wisconsin condemnation law.

REAL ESTATE SPECIALIST

Ms. Sarah J. Simpson, serves as our Real Estate Specialist, assisting with negotiations and relocations.  Sarah has recently assisted in the relocation of eight residential families and nine commercial businesses.

DOCUMENT SPECIALIST

Ms. Renée Held, our Documents Specialist, has extensive experience in preparing appraisal reports, acquisition documents, tracking reports.
